Yes I noticed that too.... It could be lazy drawing (imagine having to do a few hundred circles...). Try it yourself and see... a few of them will be less than circular.
However, I feel it could be more purposeful by the designer, in representing (his/her view) on the difference between the 1800's history of US colonies.... northern colonies (cirlce heads = good {generally anti-slavery}) and southern states (triangle heads = evil {generally pro-slavery}). The 436 people probably represent the US house of congress (435 people) and the speaker.
