Douglas Cartland is a major protagonist in the video game Silent Hill 3. He is a middle aged private investigator who was hired by Claudia Wolf, the Silent Hill cult leader, to locate Heather Mason and return her to Silent Hill.

Background
As Douglas had a son, it is implied that he had a wife/girlfriend. Where his wife/girlfriend went is not explained, but we can assume that she has either left him or is dead, since Douglas clearly mentions that if he died, no one would cry for him. Douglas' son was killed trying to rob a bank; Douglas was poor and penniless, so his son went to the bank for money. From there, we can assume Douglas became a private investigator to be the opposite of his son, and to finally have a real money-making career.
Appearance
Douglas has grey hair and wears a brown coat with pants. Because of his age, his hair is thinning and he combs his hair back to hide it. Once Heather encounters him in her apartment, he is seen no longer wearing his hat.
After completing the game once, you can select the "Extra New Game" option and enter the Konami Code:
or W, W, S, S, Q, E, Q, E, Escape, Enter (PC) If entered correctly, Heather will sigh after selecting the action and riddle level. Douglas' pants are replaced with boxers throughout the entire game.
Role in Silent Hill 3
Douglas' original motive was to return Heather to Claudia, but when Douglas learns the truth about Heather's kidnapping, he supports Heather throughout the rest of the game.
Central Square Shopping Center
Douglas talks to Heather after she finishes her phone conversation with her father. Douglas asks for some of Heather's time, and Heather clearly isn't interested. Douglas says it's about Heather's birth, but that isn't good enough to interest her. He follows Heather but can only go so far as Heather enters the bathroom.
Shopping Center (after Split Worm)
Douglas finds Heather after she kills the Split Worm. Heather accuses Douglas of being in on it with Claudia, but Douglas is just as shocked as she is. Douglas wonders what the monster was, and Heather decides to head home using the subway.
Daisy Villa Apartments
After praying for Harry, Douglas calms Heather down and they lay him in bed. Douglas says he feels partially responsible and offers to take Heather to Silent Hill. When Heather tells Douglas he might die, he replies "That's fine. Nobody's going to cry over my grave anyway." He heads out to get his car ready.
Outside the Apartments
Douglas greets Heather, saying Vincent gave him a map and told him to go look for Leonard Wolf upon arriving in Silent Hill. Douglas gives Heather the map and Harry's notebook and they get in the car.
Car ride
Douglas and Heather discuss the rumors of Silent Hill, and Heather's past as Alessa Gillespie. Heather also recaps the events of the first Silent Hill. Douglas mentions he went to Silent Hill once on a missing persons case, possibly James Sunderland from Silent Hill 2, but the person was never found.
Jack's Inn
Douglas and Heather discuss being afraid to be alone. Douglas admits to being afraid, and then heads for Leonard Wolf's house.
Lakeside Amusement Park (First instance)
Douglas speaks with Claudia and becomes angry that she deceived him. Claudia once again explains her whole plot, and Douglas, like everyone else, disagrees and mocks her. Douglas points his gun at Claudia, but whatever happens after causes one of Douglas' legs to break. It may be possible that supernatural powers possessed by Claudia came into play here.
Amusement Park (Second instance)
Douglas' leg is broken, and Heather arrives. Douglas tells Heather she reminds him of his son, and also tells Heather, as she leaves to confront Claudia, that if Douglas killed her instead, it'd all be over. Heather doesn't feel offended, and continues on her way.
If you return to the area again before finishing the game, there is an additional short scene with Heather and Douglas. He apologizes for not coming with her and tells her he would if he wasn't hurt. Heather teases him and says that's "the problem with older guys". Then she tells him to rest and leaves.
Amusement Park (ending)
In the 'normal' ending, after Heather kills the God, she pretends to be possessed and startles Douglas before nearly stabbing him. Douglas says Heather had bad taste in jokes, but Heather interrupts, telling Douglas to call her Cheryl.
In the 'possessed' ending, Douglas is killed by Heather. This ending can only be unlocked after completing the game once.
Silent Hill: Homecoming
A memo found in Room 211 in the lair of The Order makes mention of Douglas. The memo can be found here → A Skeptic In Silent Hill
The memo contains information that Douglas had exposed the Order before or after the events in Silent Hill 3.
